that as there was no obligation on the part of the Hong Kong University or the Colonial Government to assist in the provision of a medical faculty at Kukong and in view of the University's finances at present it would be impossible to justify any contribution in that connection especially as Kukong was said to be dangerously near the sphere of Chinese

It was suggested that the liabilities of Hong Kong University might fall on the Hong Kong Government which in effect would now mean the United Kingdom Treasury and that Treasury support

As regards these two Alags it was
considered that the alternative action proposed by the Ambassador should be taken.

As regards proposed Advisory Committee it was agreed that though such a Committee was not now essential in view of the state of the University finances it would be of assistance to Mr.Morse and would be most useful in advising generally on the affiars of the University. Sir William Peel, Mr. Morse, Mr.N.L. Smith, Dr. Channon (while available), a nominee of the Foreign Office and the Secretary from the Colonial Office were suggested for the Committee which could later, if necessary, co-opt other members especially when dealing with the questions of granting Hong Kong degrees to its evacuee students.
Mr. Morse will write asking for the formation of a Committee to advise on Hong Kong affairs.
